William Howard earned his bachelor's of science in Engineering from Mississippi State University. He served in the Navy 1950-1956 before working at Brookley Air Force Base in Alabama. In 1963, he accepted a position with NASA and the Marshall Space Flight Center. In 1965, he established the Quality Assurance Program at the Mississippi Test Facility. He retired in 1987.
